    Alex Browne Unveils “Blueprint for a Stronger St. Philip’s North” Ahead of By-Election

    United Progressive Party candidate Alex Browne has released a policy blueprint outlining his proposed priorities for St. Philip’s North, focusing on health services, infrastructure, youth development and land ownership as the constituency prepares for the March 16 by-election.

    The document, titled “Blueprint for a Stronger St. Philip’s North,” presents what Browne describes as a community-driven development plan centered on upliftment, growth and transformation within the constituency.

    In a social media post accompanying the release, Browne said the proposal is intended to build on the constituency’s legacy while outlining a path for future progress.

    “St. Philip’s North has always been built by strong hands and even stronger hearts,” Browne wrote. “We honor that legacy with a Blueprint that lifts our people, strengthens our villages, and builds real pathways to a better future.”

    The blueprint outlines a set of initiatives grouped into what Browne calls “ladders of upliftment,” addressing areas such as healthcare access, education, infrastructure, agriculture and housing.

    Among the proposals is an expansion of community-based health services at local clinics and improvements to emergency readiness through the establishment of a dedicated emergency medical services base.

    The plan also highlights infrastructure priorities, including working with the Antigua Public Utilities Authority to strengthen long-term water management and upgrading catchment systems at Potworks Dam and Collins to improve water storage.

    Youth development and skills training are another major component of the proposal. Browne suggests assessing secondary school needs to expand curriculum and vocational programmes and establishing a modern library and digital learning centre.

    Sports and community life also feature prominently in the blueprint, with proposals to revive village sports leagues and develop plans for the Henderson Baltimore Sports Complex.

    The document also outlines environmental and agricultural initiatives, including promoting backyard gardening and expanding recreational green spaces across communities.

    Housing and land ownership are included as another key area of focus. The blueprint calls for advocacy for clearer land ownership pathways and support for affordable homeownership opportunities within the constituency.

    Browne’s plan frames the initiatives as a two-phase development approach. The first phase focuses on empowering residents through improvements in healthcare access, education and skills development, while the second phase emphasizes community-building efforts through infrastructure, agriculture and housing initiatives.

    “These initiatives can begin moving forward now—through advocacy, partnership, and strong community leadership,” the document states.

    Browne’s proposal comes as the campaign for St. Philip’s North intensifies, with both major parties outlining development plans for the constituency ahead of the upcoming vote.

    The by-election for the St. Philip’s North seat is scheduled for March 16.
