KERAN  WYNTER, NOW USING THE NAME  KERAN  SHANTIL  MILLARD, SOUGHT IN CONNECTION WITH OUTSTANDING CRIMINAL PROCEEDINGS IN ST. KITTS;   PUBLIC APPEAL FOR INFORMATION AND WARNING AGAINST ASSISTING AN ACCUSED PERSON TO EVADE JUSTICE

— The Office of the Director of Public Prosecutions of Saint Christopher and Nevis wishes to bring to the attention of the authorities and general public in Antigua and Barbuda the outstanding criminal proceedings against

KERAN WYNTER

, who is now reportedly using the name

KERAN MILLARD

.

Ms. Wynter was indicted before the High Court of Saint Christopher and Nevis on a charge of larceny by servant arising from the alleged misappropriation of funds belonging to Timothy Beach Resort, where she was employed as an accounts clerk.

The indictment alleges that between 21st February 2022 and 24th March 2022, Ms. Wynter stole approximately EC$24,074.12 belonging to her employer.

Ms. Wynter was granted bail pending the determination of the criminal proceedings. However, it is the prosecution’s position that, while on bail in the amount of $50,000.00 and with criminal proceedings still pending against her, she left Saint Christopher and Nevis for

Antigua and Barbuda

, where she is believed to be residing.  Her mother and  sister who stood sureties for her are now before the Court where the Director of Public Prosecutions is seeking to extract the sum of $50,000.00 from them on account of the failure of Ms. Wynter to appear, as required, for trial.

The Office has been informed that Ms. Wynter has subsequently changed her name and is now using the name KERAN MILLARD.

Despite the outstanding criminal proceedings, Ms. Wynter has not returned to Saint Christopher and Nevis to answer the charge against her and, based on information received, does not intend to.

WARNING TO PERSONS ASSISTING MS. WYNTER

The Office of the Director  of Public  Prosecutions  wishes  to issue a warning  to any person who  may be knowingly assisting Ms. Wynter, also known as Keran Millard, to evade lawful apprehension.

Any person who, with knowledge of the outstanding criminal proceedings and the efforts of the authorities to secure her lawful return, deliberately conceals her whereabouts, provides false information concerning

her identity, facilitates her continued evasion of lawful apprehension, or otherwise intentionally obstructs the administration of justice may expose themselves to criminal investigation and prosecution.

Depending on the particular circumstances, the available evidence and the applicable law, such conduct may constitute offences including being an accessory after the fact or attempting to pervert the course of justice.

places

the

public  on notice  of the outstanding  proceedings

. However, criminal  liability  will depend on proof of the relevant  elements  of any  alleged  offence, including  the requisite knowledge and intention.

The Office calls upon anyone knowingly assisting Ms. Wynter to evade lawful apprehension to refrain from doing so or face the consequences.

CALL FOR MS. WYNTER TO SURRENDER

The Office calls upon Keran Wynter, now reportedly known as Keran Millard, to present herself voluntarily to the appropriate  law-enforcement authorities  in Antigua and Barbuda and cooperate with the lawful arrangements for her return to Saint Christopher and Nevis.

She will be afforded the opportunity to defend herself before an independent and impartial court, with the full protection of the law.

PUBLIC APPEAL FOR INFORMATION

The Office appeals  to anyone in Antigua and Barbuda who has  information concerning  the  present whereabouts of Keran Wynter, also known as Keran Millard, to contact the Royal Police Force of Antigua and Barbuda or the Director of Public Prosecutions Office of St. Christopher using the contact information provided above.

Members of the public are requested not to confront or attempt to apprehend Ms. Wynter themselves. The Office remains committed to working with the relevant authorities in Antigua and Barbuda to ensure

that the outstanding criminal proceedings can be determined in accordance with the law. Ms. Wynter remains presumed innocent unless and until proven guilty.

The Office invites the Cabinet to consider appropriate procedures under the

Immigration and Passport

Act,

2014

(No. 6 of 2014) of Antigua and Barbuda to secure the return of Keran Wynter a.k.a. Keran Millard to the Federation of St. Christopher and Nevis.
