U.S. President Donald Trump has promised a US$5,000 payment to every adult American citizen if Republicans retain control of both the House of Representatives and Senate in November’s midterm elections.

Trump announced the proposal Wednesday during a Republican convention in Dallas, describing the payment as a dividend stemming from what he called the country’s economic strength and success.

“If the Republicans win, you win with us and you get $5,000,” Trump told supporters, describing it as the “Trump dividend.”

Trump said the money would come with one condition: recipients would have to spend it within the United States.

However, the president provided no details on how the programme would be funded or implemented. Estimates suggest paying US$5,000 to every American adult could cost more than US$1 trillion, and congressional approval would likely be required.

The pledge comes as Republicans fight to maintain control of Congress in the November 3 midterm elections.
