The Government has announced a zero-tolerance approach to littering, illegal dumping and the unauthorised occupation of public spaces as it seeks to improve the cleanliness, safety and appearance of communities across Antigua and Barbuda.

Cabinet said stronger enforcement measures are needed to address indiscriminate dumping, abandoned and derelict vehicles and the unauthorised occupation of beaches, roadsides and other public areas.

The Ministry of Social and Urban Transformation, led by Rawdon Turner, will work with the National Solid Waste Management Authority and the Development Control Authority to identify and remove abandoned and derelict vehicles from communities.

The intensified programme takes effect immediately.

Cabinet said abandoned vehicles are unsightly, create environmental and public-safety concerns and negatively affect the appearance of communities. Owners are being encouraged to remove their vehicles before enforcement teams arrive.

The Government also plans to increase the penalty for littering and illegal dumping to EC$5,000.

Under the proposed arrangement, people who report illegal dumping through the police tip line could receive 50% of the penalty — EC$2,500 — if the information leads to the offender being charged.

Residents who witness littering or illegal dumping are being encouraged to report the activity.

The Government said the tougher penalty and financial reward are intended to send a clear message that the indiscriminate disposal of garbage and other waste will no longer be tolerated.
