    The Caribbean Does Digital Government Well – Up to a Point

    The UN E-Government Development Index measures how much of a government’s services people and businesses can reach online – registering a company, filing taxes, requesting a document – rather than in a physical queue. It scores countries from 0 to 1 based on online services, telecom infrastructure, and human capital.

    In 2024, CARICOM delivered a solid showing. Six of the fourteen evaluated member states cleared the 0.64 global average, led by The Bahamas at 0.71, with Trinidad and Tobago, Barbados, and Jamaica following close behind. Most members clustered in a narrow mid-tier band. Haiti, at 0.21, remained a stark outlier.

    The real takeaway, however, is the regional ceiling. The UN reserves its “Very High” tier for scores above 0.75, where global digital leaders sit. No CARICOM member reached this threshold. The region has built broad, baseline capability, but has yet to produce a true front-runner.
