    WATCH: Baltimore Unveils Three-Pillar Plan for St. Philip’s North Development

    Randy Baltimore, the Antigua and Barbuda Labour Party’s candidate for the St Phillip’s North by-election, has outlined a three-point development agenda focused on environmental protection, youth empowerment and community partnership.

    Speaking at a town hall at the Glanvilles Community Centre, Baltimore said his approach would centre on “practical progress” and accountable leadership. He described environmental stewardship as essential to residents’ livelihoods, arguing that sustainable practices would strengthen long-term resilience.

    He also pledged to expand opportunities for young people and working families through skills development, saying community growth must benefit everyone. His third pillar, unity, calls for collective effort rather than individual leadership.

    Baltimore additionally identified infrastructure priorities, including an ambulance service, a fire station and a pharmacy for the constituency. Health Minister Sir Molwyn Joseph has indicated an ambulance service could be introduced within 60 to 90 days.

    Acknowledging the legacy of long-serving MP Sir Robin Yearwood, Baltimore said he intends to build on that foundation as he seeks to lead the constituency into its next phase.
