    Cabinet Approves Establishment of Department of Public Health Intelligence and Surveillance

    The Cabinet of Antigua and Barbuda has approved the establishment of a Department of Public Health Intelligence and Surveillance (DPHIS) within the Ministry of Health, marking a significant advancement in the modernization and integration of the nation’s public health systems.

    This decision will see the integration of the Epidemiology and Surveillance Unit and the Health Information Division into a single, coordinated department. The move is designed to eliminate fragmentation, reduce duplication of effort, and strengthen the country’s capacity to generate timely, accurate, and actionable health data to guide policy, planning, and response.

    The creation of the DPHIS reflects Cabinet’s commitment to building a modern, data-driven health system capable of responding effectively to both communicable and noncommunicable diseases, as well as emerging public health threats. The unified structure will enhance real-time data integration, improve surveillance and early warning systems, and support evidence-based decision-making across the health sector.

    Cabinet also approved a comprehensive governance framework for the new Department, including the establishment of appropriate leadership, coordination mechanisms, and reporting structures to ensure accountability and effective implementation.

    In keeping with global best practices, the new Department will support the adoption of a One Health approach, recognizing the interconnectedness of human, animal, and environmental health. This integrated framework will strengthen national capacity to address zoonotic diseases, environmental hazards, and climate-related health risks.

    As part of the approved measures, Cabinet endorsed the phased transition from predominantly paper-based systems to fully integrated digital surveillance and health information systems. This includes the implementation of electronic surveillance platforms, early warning and response systems, and interoperable data systems to support comprehensive public health intelligence.

    Cabinet further approved the allocation of the necessary financial, human, and technical resources to operationalize the Department. This includes investments in health informatics, data analytics, systems integration, and workforce development to ensure the successful rollout and sustainability of the initiative.

    The Ministry of Health has been directed to implement the approved measures and provide periodic progress reports to Cabinet on the performance and outcomes of the Department.

    This transformative initiative positions Antigua and Barbuda at the forefront of public health innovation in the region, strengthening the country’s resilience and ensuring improved health outcomes for all citizens.
