— Adults convicted of incest involving a person under the age of 18 could face life imprisonment under changes to Antigua and Barbuda’s sexual offences laws outlined in Parliament by Attorney General Sir Steadroy Benjamin.

Benjamin highlighted the penalties while presenting the Sexual Offences (Amendment) Bill 2026, which introduces tougher punishment for a range of sexual offences.

Under the incest provisions outlined by the attorney general, an adult convicted of committing incest with a person under 18 would be liable to life imprisonment.

Where the offence involves two adults, the maximum penalty would be 25 years in prison.

Benjamin also drew attention to provisions dealing with adults who have sexual intercourse with young people for whom they hold parental or similar responsibilities.

The categories identified during his presentation included an adopted child, stepchild, foster child, godchild, ward or other person dependent on the adult.

The attorney general said the legislation provides severe penalties for such offences, with some carrying the possibility of life imprisonment.

The changes formed part of a broader effort by the government to strengthen Antigua and Barbuda’s laws dealing with sexual offences, particularly those committed against children.

The Sexual Offences (Amendment) Bill 2026 subsequently passed the House of Representatives without amendment.
