The Antigua and Barbuda Department of Marine Services and Merchant Shipping (ADOMS) is expanding its international presence into Asia with the establishment of an ADOMS presence in Busan, Republic of Korea , one of the world’s leading maritime centres.

The initiative builds on the successful development of ADOMS’ regional operations in Piraeus, Greece and Dubai, United Arab Emirates, which have strengthened the Administration’s ability to provide direct support to shipowners, operators and maritime stakeholders in key international markets.

On 21 August 2026, the Government of Antigua and Barbuda and ADOMS formalised the partnership with Mr. Thomas Blenk, President and CEO of SolarisTech Inc. , at a signing ceremony with the Rt. Hon. Gaston Browne, Prime Minister of Antigua and Barbuda.

The partnership will promote the Antigua and Barbuda Ship and Yacht Registry in the Korean and Japanese maritime markets, bringing ADOMS’ services closer to shipowners and maritime interests across the region.

The Busan partnership therefore represents an important step in ADOMS’ wider strategy to strengthen its presence in major maritime markets while maintaining regulatory oversight and Flag State responsibility from its headquarters in Antigua and Barbuda.

    Prime Minister Gaston Browne said:

“The expansion of ADOMS into Busan is an important development for Antigua and Barbuda and demonstrates our commitment to positioning our maritime services competitively in the global market. Korea is a major maritime nation, and this partnership provides ADOMS with an important platform from which to engage with the wider Asian maritime community. We welcome Mr. Blenk and look forward to the success of this initiative.”

Ambassador Dwight C.R. Gardiner, Director and Registrar General of ADOMS, said:

“Our experience in Piraeus and Dubai has demonstrated the value of having a professional presence in major maritime centres. Busan is a natural extension of that strategy. We are bringing ADOMS closer to shipowners and strengthening our ability to provide responsive, high-quality Flag State services in one of the world’s most important maritime regions.”

ADOMS remains committed to maintaining high standards of safety, security, environmental protection, seafarer welfare and Flag State administration as it expands its international reach.

The Busan partnership is expected to strengthen ADOMS’ engagement with Korean and Asian shipowners, ship managers, shipyards and other maritime stakeholders, while creating new opportunities for the Antigua and Barbuda Ship and Yacht Registry.
