    Independent Senator Jamilla Monique Kirwan was sworn in once again to Antigua and Barbuda’s Senate on Monday during a ceremony at Government House, with Governor General Sir Rodney Williams describing her return as a reflection of confidence in her “ability, perspectives and continued service.”

    The ceremony fulfilled the constitutional requirement under Section 28(4) of the Constitution, which allows the Governor General to appoint an independent senator from among outstanding members of the community to represent interests that may otherwise go unheard in the Upper House.

    Kirwan previously served in the Senate after first being appointed on November 27, 2025, and now rejoins the 17-member body, which includes 10 government senators, four opposition senators, and three independent appointees.

    Speaking during the ceremony, Sir Rodney said public service “is never simply about occupying office,” but instead requires “commitment,” “sacrifice,” and “the willingness to place one’s abilities and experiences at the service of country or people.”

    He said the role of an independent senator carries a unique responsibility to ensure that the concerns and aspirations of all citizens, including those who may feel underrepresented, receive thoughtful consideration during the legislative process.

    “An independent senator must therefore be guided not merely by opinion, but by conscience… not merely by policy, but also by people,” Sir Rodney stated.

    The Governor General also acknowledged the personal grief surrounding the occasion, noting that Kirwan’s swearing-in came just days after the passing of her mother, whom he described as one of her “greatest supporters and strongest sources of encouragement.”

    “As her family prepares to lay her mother to rest later this week, we acknowledge the emotional weight that accompanies a moment like this,” Sir Rodney said, while extending condolences on behalf of himself and Lady Williams.

    He added that the Senate plays a critical role within Antigua and Barbuda’s constitutional framework through the review of legislation and balanced examination of national issues.

    “I therefore encourage Senator Designate Kerwin… to continue to approach her responsibilities with integrity, humility, compassion and courage,” he said.
