    There was no Cabinet Meeting on Wednesday 8th April, 2026. We however update members of the media and public on other matters that were discussed and agreed upon/confirmed at the Meeting held on April 1, 2026.

    1. Government Provides Update on Retroactive Salary Payments to Public Sector Employees

    The Government of Antigua and Barbuda, through the Treasury Department, has issued a comprehensive update regarding the ongoing disbursement of retroactive salary payments (back pay) to eligible public sector employees.

    All outstanding retroactive payments to public servants and payments related to teacher upgrades will be completed by the end of April, placing this commitment at the forefront of its latest update.

    These payments arise from negotiated agreements between the Government and various trade unions and bargaining agents, which resulted in salary increases and improved benefits for public officers. As the agreed increases were implemented after the contractual periods, retroactive payments are now being made to compensate eligible employees.

    The retroactive payments cover the periods January 1, 2018 to December 31, 2020, and January 1, 2021 to December 31, 2023. However, as salary adjustments took effect in January 2024, back pay is applicable for the period January 1, 2019 through December 31, 2023.

    Eligibility for retroactive payments applies to public sector employees, with the exception of Parliamentarians, Government Ministers, Judges, participants in the Work Experience Programme, and contract officers whose agreements do not provide for negotiated salary increases. Current employees must have been employed on or before December 31, 2023, while former employees who resigned or retired on or before December 31, 2025, may also qualify once the relevant conditions are satisfied.

    The Treasury Department has advised that payments are being processed on an ongoing basis throughout April 2026, with the majority expected to be completed within the month. Several ministries and departments have already received their final payments as of April 2, 2026, while additional disbursements are scheduled, including a new batch to be issued by April 10, 2026.

    All payments are being made via Electronic Funds Transfer (EFT), ensuring efficiency and direct deposit into employees’ bank accounts. No over-the-counter cheque payments will be issued.

    Employees who previously received partial retroactive payments in 2022, 2024, and 2025 may still be eligible for a final disbursement if the total received does not equal the full amount owed. The Treasury Department also confirmed that no taxes will be deducted from retroactive payments.

    Upon completion of the process, comprehensive statements detailing all disbursements will be provided to Permanent Secretaries for distribution, ensuring transparency and accountability across all ministries and departments.

    The Treasury Department emphasized that this final phase of retroactive payments requires careful verification to ensure accuracy and fairness. Public sector employees are therefore asked for their patience and cooperation as the process is finalized.

    Eligible individuals who have not received any retroactive payment and who left the public service prior to December 2022 are encouraged to submit their employment and banking details to the Treasury Help Desk at treasury.helpdesk@ab.gov.ag. _(See attached document for further information)_

    2. Additional Building Supplies to arrive in Antigua and Barbuda Next Week

    Acting on the Cabinet of Antigua and Barbuda approval a few months ago of important measures to strengthen its ongoing efforts to improve housing conditions for vulnerable and low-income households across the nation, Cabinet announced the imminent arrival of critical building supplies next week set to bolster the initiative.

    Central to this effort is Cabinet’s approval for the importation of a new shipment of essential building materials, which will arrive in the country next week. The materials are expected to provide timely relief and directly support the Government’s housing assistance programme, ensuring that much-needed repairs and improvements can be accelerated nationwide.

    This shipment will assist less fortunate households in addressing urgent structural needs, including roof repairs, reinforcement works, and the replacement of rotting boards and leaks—helping to ensure that residents live in homes free from deterioration and unsafe conditions.

    The programme has already begun island-wide distributions of lumber and other building supplies to eligible homeowners, including seniors, persons with disabilities, and families facing economic hardships. This initiative forms part of the Government’s broader social intervention aimed at upgrading the national housing stock and enhancing residential living standards.

    The Government believes these actions are fully aligned with its policy objectives to ensure that every citizen has access to safe, durable, and dignified housing. By facilitating the availability of quality materials, the Administration remains committed to lifting housing standards, fostering community resilience, and empowering citizens to maintain and build their homes to modern and sustainable standards.

    3. Cabinet Approves Landmark Cricket West Indies Campus and High-Performance Centre for Antigua and Barbuda

    The Cabinet of Antigua and Barbuda has approved a transformative proposal for the establishment of the Cricket West Indies (CWI) Campus, a world-class, integrated cricket and sports tourism development that will position the nation as the premier high-performance cricket hub in the Americas.

    The decision, endorsed under the leadership of Prime Minister Gaston Browne and Sports Minister the Hon. Darryl Matthew, represents a major strategic investment in sports development, tourism diversification, youth advancement, and economic growth.

    A Vision for Global Cricket Leadership

    The CWI Campus will be developed as a 20-acre, fully integrated ecosystem, anchored by Cricket West Indies. It will combine elite cricket training, sports science, tourism experiences, and commercial activity in a single, dynamic location.

    Key components of the approved project include:

    • A state-of-the-art High-Performance Centre (HPC) featuring indoor training nets, advanced analytics, fitness facilities, and a sports science and recovery lab

    • A refurbished international cricket venue to be renamed the 4 Knights Oval

    • A West Indies Cricket Experience Museum, offering immersive, interactive exhibits

    celebrating the region’s rich cricket legacy

    • Administrative headquarters for Cricket West Indies and the Caribbean Premier

    League (CPL), solidifying Antigua and Barbuda as the administrative hub of Caribbean cricket

    • A remote TV production facility, positioning the country as a regional broadcast center for international cricket

    • A full-time Cricket Academy and High School (WICA) to develop the next generation of West Indies cricketers

    • A cricket-themed business hotel and player residence, catering to teams, athletes, and visitors

    • Recreational sports facilities, including padel, pickleball, basketball, and football courts

    • Deployment of CWI Performance Pods (CWIP) across the region, extending training

    and data capabilities

    Economic and Tourism Impact

    Cabinet recognized the project’s strong alignment with global trends in sports tourism and the rapidly expanding sports economy. The development is expected to:

    • Significantly boost sports tourism arrivals and long-stay visitors

    • Create new employment and entrepreneurial opportunities

    • Enhance Antigua and Barbuda’s international brand as a premier sports destination

    • Drive foreign direct investment and economic diversification

    • Generate revenue through data monetization, broadcasting, and events

    The initiative also leverages Antigua and Barbuda’s unique advantages, including year-round outdoor training conditions, established tourism infrastructure, and a rich cricketing heritage.

    Regional and Youth Development Benefits

    The Cabinet emphasized the importance of the project in strengthening the regional cricket pipeline. The Cricket Academy and High School will provide structured academic and athletic development for young cricketers across the Caribbean, particularly those from underserved communities.

    Additionally, the integration of sports medicine, wellness, and research facilities will contribute to advancements in athlete care and performance science.

    Implementation Timeline

    The project will be rolled out in phases, with major components scheduled for completion between 2026 and 2030, subject to ongoing funding and partnership arrangements.

    A Transformational National Investment

    Prime Minister Browne described the approval as a “defining moment” in the country’s development:

    “This project places Antigua and Barbuda at the center of global cricket development while unlocking new economic opportunities for our people. It is a bold step toward building a modern, diversified economy rooted in our strengths.”

    Cabinet reaffirmed its commitment to working closely with regional and international partners to ensure the successful execution of the project.

    4. Cabinet Approves Expansion of Community Extended Hours Programme and Recruitment of Medical Professionals

    The Cabinet of Antigua and Barbuda approved the recruitment and placement of additional medical professionals to support the expansion of the Community Extended Hours Programme, a key initiative aimed at improving access to primary healthcare services across the country.

    The decision follows Cabinet’s earlier agreement to strengthen healthcare delivery during non-traditional hours, reducing patient waiting times and enhancing continuity of care. The Programme is designed to provide extended service at community clinics, ensuring that citizens have greater access to medical attention beyond regular operating hours.

    Under the approved plan, Phase One of the Programme will commence on April 13, 2026, with the Grays Farm Clinic and Clare Hall Clinic extending their hours of operation until 9:00 p.m. Additional polyclinics at Villa and Glanvilles will be brought on stream as more medical personnel become available.

    To support this phased rollout, Cabinet has approved the engagement of six (6) medical doctors as Medical Officers. These professionals will play a critical role in ensuring adequate staffing and the effective delivery of services under the Programme.

    The approved medical personnel are:

    • Dr. Shellisa Galloway

    • Dr. Leroy Marsh

    • Dr. Patricia Marsh

    • Dr. Sakishi Challenger-Sanchez

    • Dr. Naila Ferris

    • Dr. Jamila Francis

    This strategic expansion reflects the Government’s continued commitment to strengthening primary healthcare services and addressing the growing demand for accessible, patient-centered care. The Community Extended Hours Programme is expected to significantly improve healthcare access for working individuals and families who may otherwise face challenges accessing services during standard hours.

    The Ministry of Health will oversee the implementation of the Programme and continue to assess its performance as additional phases are introduced.

    The Government of Antigua and Barbuda remains steadfast in its mission to enhance the quality, accessibility, and responsiveness of the nation’s healthcare system for the benefit of all citizens.

    5. Cabinet Approves Establishment of Department of Public Health Intelligence and Surveillance

    The Cabinet of Antigua and Barbuda has approved the establishment of a Department of Public Health Intelligence and Surveillance (DPHIS) within the Ministry of Health, marking a significant advancement in the modernization and integration of the nation’s public health systems.

    This decision will see the integration of the Epidemiology and Surveillance Unit and the Health Information Division into a single, coordinated department. The move is designed to eliminate fragmentation, reduce duplication of effort, and strengthen the country’s capacity to generate timely, accurate, and actionable health data to guide policy, planning, and response.

    The creation of the DPHIS reflects Cabinet’s commitment to building a modern, data-driven health system capable of responding effectively to both communicable and noncommunicable diseases, as well as emerging public health threats. The unified structure will enhance real-time data integration, improve surveillance and early warning systems, and support evidence-based decision-making across the health sector.

    Cabinet also approved a comprehensive governance framework for the new Department, including the establishment of appropriate leadership, coordination mechanisms, and reporting structures to ensure accountability and effective implementation.

    In keeping with global best practices, the new Department will support the adoption of a One Health approach, recognizing the interconnectedness of human, animal, and environmental health. This integrated framework will strengthen national capacity to address zoonotic diseases, environmental hazards, and climate-related health risks.

    As part of the approved measures, Cabinet endorsed the phased transition from predominantly paper-based systems to fully integrated digital surveillance and health information systems. This includes the implementation of electronic surveillance platforms, early warning and response systems, and interoperable data systems to support comprehensive public health intelligence.

    Cabinet further approved the allocation of the necessary financial, human, and technical resources to operationalize the Department. This includes investments in health informatics, data analytics, systems integration, and workforce development to ensure the successful rollout and sustainability of the initiative.

    The Ministry of Health has been directed to implement the approved measures and provide periodic progress reports to Cabinet on the performance and outcomes of the Department.

    This transformative initiative positions Antigua and Barbuda at the forefront of public health innovation in the region, strengthening the country’s resilience and ensuring improved health outcomes for all citizens.

    6. Cabinet Approves Commissioning of Warri Boards for Schools Under National Cultural Heritage Initiative

    The Cabinet of Antigua and Barbuda has approved the commissioning of one hundred and sixty-eight (168) Warri boards for distribution to schools across the country, as part of the Government’s National Intangible Cultural Heritage Initiative.

    This decision underscores the Government’s ongoing commitment to preserving, promoting, and institutionalizing Antigua and Barbuda’s rich cultural heritage, while simultaneously enhancing educational outcomes for students.

    Warri, a traditional African-derived board game deeply rooted in Caribbean history, forms an integral part of the nation’s cultural identity. Its introduction into schools is intended to foster greater cultural awareness and appreciation among students, encourage intergenerational knowledge transfer, and support cognitive development through strategic gameplay.

    The initiative will see Warri integrated into the formal education system, helping to reinforce critical thinking, numeracy skills, and strategic planning among young learners. Cabinet also noted that the nationwide distribution of the boards will ensure equitable access for students across Antigua and Barbuda.

    In addition to its cultural and educational benefits, the programme will provide a boost to the local economy. The production of the Warri boards will engage local artisans, supporting craftsmanship and promoting the creative industries sector.

    The Ministry of Education, Sports and Creative Industries will oversee the implementation and distribution process, ensuring that schools nationwide benefit from this important cultural and educational initiative.

    This investment reflects the Government’s dedication to safeguarding national traditions while equipping students with valuable skills, ensuring that Antigua and Barbuda’s cultural legacy continues to thrive for generations to come.

    7. Government Welcomes Scholarship Opportunities from the People’s Republic of China for Antiguan and Barbudan Students

    The Government of Antigua and Barbuda, is pleased to announce the availability of several scholarship opportunities offered by the People’s Republic of China for the 2026 academic year.

    The Embassy of the People’s Republic of China in Antigua and Barbuda has formally advised of two scholarship programmes now open to qualified nationals: the Dalian Maritime University Chinese Government Transportation Scholarship and the MOFCOM Scholarship Programmes.

    Under the Dalian Maritime University scholarship, two Antiguan and Barbudan students will be selected to pursue Master’s degree studies in China. The scholarship covers full tuition, application fees, and on-campus accommodation, along with a monthly stipend and comprehensive medical insurance. The duration of the programme is two academic years. Applicants should note that international travel expenses are not included.

    In addition, the MOFCOM Scholarship Programme offer a wider range of opportunities, including approximately 40 university programmes and one CSC programme across various disciplines. These programmes provide avenues for advanced academic and professional development at leading Chinese institutions.

    Applicants are required to complete their applications online through the respective university portals or the designated scholarship platforms. For the Dalian Maritime University programme, the application deadline is April 20, 2026. For the MOFCOM Scholarship Programmes, the deadline for submission is May 15, 2026.

    The Government of Antigua and Barbuda is responsible for submitting a diplomatic note with a list of recommended candidates as part of the formal application process. Accordingly, interested individuals are encouraged to apply early to allow sufficient time for national review and endorsement.

    These scholarship opportunities form part of the ongoing cooperation between Antigua and Barbuda and the People’s Republic of China and reflect a shared commitment to capacity building, education, and human resource development.
