Prime Minister Gaston Browne has warned that the world is “tethering on the edge of implosion” as multiple crises intensify global instability.

Speaking at the Medays 2025 Forum in Morocco, he said nations were facing one of the most volatile periods in modern history, driven by geopolitical tensions, climate shocks, food insecurity, digital disruption, mounting debt and the lasting effects of COVID-19.

“These pressures are not academic for small states,” he said. “They are daily constraints on our ability to plan, to invest, and to protect our people.”

Browne called for urgent international cooperation, arguing that no nation can withstand cycles of instability alone.

He also highlighted what he described as “historic legal victories” for vulnerable states. He pointed to Antigua and Barbuda’s leadership in the Commission of Small Island States on Climate Change and International Law (COSIS), which recently secured an advisory opinion confirming that countries causing marine harm through greenhouse gas emissions are violating international obligations.

“These opinions strengthen the legal rights of all states whose people and economies are threatened by climate damage,” he said.

Browne warned that failure to curb emissions would “imperil human civilization,” accusing wealthy nations of profiting from fossil fuels while developing states bear the burden. He urged major emitters to take decisive action to keep the 1.5°C warming limit within reach.
