    Antigua and Barbuda’s CIP Programme Has Generated More Than EC$2 Billion Since Its Introduction – Antigua News Room

    The government says Antigua and Barbuda’s Citizenship by Investment Programme has generated more than EC$2 billion since its introduction in 2013 and remains a critical contributor to the national economy.

    The figures were highlighted Tuesday during the 2026 Throne Speech delivered by Governor-General Sir Rodney Williams at the ceremonial opening of Parliament.

    “The Citizenship by Investment Program—that has garnered more than EC$2,000,000,000 since 2013 when it was made law—has become a significant contributor to non-tax revenue,” Sir Rodney said.

    According to the speech, the programme now accounts for more than 10% of Antigua and Barbuda’s gross domestic product.

    The government also signaled that legislative amendments affecting the programme are expected during the new parliamentary term, with officials stressing that the objective will be to safeguard the programme’s long-term viability and regional importance.

    “Every decision by the Parliament, including legislative changes, will be undertaken to safeguard its importance to Antigua and Barbuda and the other O.E.C.S. members that are engaged in attracting investments through this method,” the Governor-General said.

    The Throne Speech noted that responsibility for the Citizenship by Investment Programme remains within the Prime Minister’s portfolio and said future amendments to the legislation would be handled collaboratively.

    “While responsibility for this important economic sector falls within the Prime Minister’s portfolio, the amendments to the legislation will be a collaborative effort,” Sir Rodney said.

    The address also praised the programme’s administration, commending the Director of the Citizenship by Investment Unit for what the government described as strong leadership and integrity.

    “My Government hails the Director of the C.I.P. program for the superb leadership and unassailable integrity which she brings to managing this very important revenue sector,” the Governor-General said.

    The Citizenship by Investment Programme has long been one of Antigua and Barbuda’s largest non-tax revenue generators and has played a major role in financing public infrastructure, housing and economic development projects.
