Building Capacity of Caribbean Countries to critically assess Waste-to-Energy options

    Background

Antigua and Barbuda is taking decisive steps toward a cleaner, more resilient future as the nation strengthens its commitment to sustainable waste management and circular economy solutions. This momentum was further reinforced on May 19th, 2026, when a National Solid Waste Management Authority (NSWMA) hosted an in person Waste to Energy workshop under The Zero Waste in the Caribbean Project, an ambitious regional initiative funded by the European Union in collaboration with CARIFORUM.

The workshop brought together key stakeholders from DCA, trade, Ministry of Energy, APUA, to include other ministries, technical experts, policymakers, and environmental partners to explore innovative pathways for transforming waste into valuable energy resources while reducing the environmental pressures associated with landfill disposal. Antigua and Barbuda’s selection under the regional programme reflects growing recognition of the country’s commitment to advancing modern, sustainable waste management practices across the twin island state.

The Zero Waste in the Caribbean Project seeks to catalyze transformation in regional waste management systems by promoting circular economy principles, strengthening national waste management frameworks, and fostering sustainable investment opportunities. Through these initiatives, the programme aims to build climate resilience, stimulate economic growth, and make Caribbean nations more liveable and attractive for future generations.

The project is co-financed by German Cooperation and jointly implemented by the United Nations Environment Programme, German Agency for International Cooperation, and French Development Agency in partnership with the Organisation of Eastern Caribbean States. Currently, the initiative engages with 16 CARIFORUM countries through diverse programmes that include technical assistance, institutional strengthening, and capacity building for decision making on Waste to Energy proposals.

The timing of the workshop is particularly significant as it comes on the heels of a major infrastructure investment with the acquisition of the advanced Eurodeck 18m x 18m 60t x 20kg weighbridge from Weigh Tron. Recognized internationally as a premier heavy duty modular weighbridge, the Eurodeck system is engineered for long term reliability, precision, and operational efficiency through its low profile design and robust construction.

The installation of the weighbridge represents a transformative development for landfill operations in Antigua and Barbuda. Accurate and reliable waste measurement is one of the most critical components of modern waste management systems. Landfill operators will have access to comprehensive real time data on incoming waste volumes, waste categories, hauling patterns, and disposal trends.

This data driven approach will significantly improve operational efficiency at the landfill by enabling better traffic management, more accurate reporting, improved planning for landfill cell utilization, and enhanced monitoring of commercial and residential waste streams. It also strengthens transparency and accountability while providing critical baseline information necessary for long term environmental planning and regulatory compliance.
