LONDON — Andy Burnham became Britain’s new prime minister Monday, pledging to restore stability, improve the country’s political system and end rough sleeping.

Burnham, the former mayor of Greater Manchester, was invited by King Charles III to form a government after Keir Starmer formally resigned. He is Britain’s seventh prime minister in a decade.

In his first address outside 10 Downing Street, Burnham said his government would make politics “work better” and help Britain “regain our stability.” He also reaffirmed the country’s defense commitments to its international partners.

Burnham is expected to begin announcing appointments to his Cabinet later Monday. Labour holds a majority in the House of Commons, allowing the party to change leaders without holding a general election. Britain’s next election is not required until 2029, and Burnham has not indicated that he plans to call one early.

Starmer delivered a farewell address before submitting his resignation to the king. He described serving as prime minister as the “privilege of my life” and wished Burnham “every success.”

International leaders, including European Commission President Ursula von der Leyen, Ukrainian President Volodymyr Zelenskyy, Irish Prime Minister Micheál Martin and Australian Prime Minister Anthony Albanese, congratulated Burnham and expressed interest in strengthening relations with Britain.
