    PM Browne Says Country Faces Tough Choice Over Citizenship by Investment

    Prime Minister Gaston Browne says Antigua and Barbuda may have to consider suspending its Citizenship by Investment Programme if ongoing visa restrictions linked to the programme continue.

    Speaking in Parliament on Tuesday, Browne said the country would need a national discussion on whether to preserve visa-free access to the United States and European Union or continue the CIP, which generates significant government revenue.

    His comments come after the European Commission gave Antigua until June 1, 2028, to phase out the programme under new visa suspension rules, while the United States has also cited the CIP among reasons for restricting certain visa categories.

    Browne noted that the government is consulting stakeholders and hopes to reach a consensus within weeks, adding that he may bring a separate parliamentary resolution to debate the programme’s future. He also challenged the opposition to propose solutions rather than criticize the CIP.
